Egypt to Launch Landmark AI Campus in New Cairo to Foster Regional Tech Innovation

A major collaborative initiative has been announced to establish Egypt’s first dedicated AI Campus, a move designed to transform the country into a central hub for artificial intelligence and technological entrepreneurship in the Middle East and Africa.

The project is the result of a Memorandum of Understanding (MoU) signed between Orange Egypt and Paragon | Adeer —a joint venture between Egypt’s Paragon Developments and Saudi Arabia’s Adeer International. To ensure global connectivity, the campus will be developed in partnership with Plug and Play, one of the world’s most prominent startup accelerators.

A Strategic Ecosystem for Growth

Located within the 500-acre Sumou Boulevard development in New Cairo, the AI Campus is not merely a physical space but a specialized ecosystem built on three strategic pillars:

  1. AI and Innovation: Providing the physical and digital infrastructure necessary for high-tech research and development.
  2. Education: Bridging the gap between theoretical knowledge and industry application.
  3. Energy Efficiency: Utilizing sustainable infrastructure to power high-demand computing needs.

Orange Egypt will spearhead the digital backbone of the campus, implementing 5G connectivity, Internet of Things (IoT) solutions, and intelligent communication systems to support large-scale, data-intensive operations.

The “AI 100” Program: Scaling Startups to 2030

A cornerstone of this initiative is the launch of the AI 100 Programme. This four-year intensive program aims to develop 100 growth-stage AI startups in Egypt by the year 2030.

Through partnerships with Schneider Electric —which will provide expertise in sustainable energy—and Plug and Play, the program will offer:
– Specialized bootcamps and applied AI training.
– Industry and venture capital workshops.
– “Capital readiness” tracks to prepare founders for investment.
– Direct pathways to international markets and global investor networks.

Why This Matters: Closing the “Talent-to-Market” Gap

While Egypt possesses a vast and rapidly expanding pool of technical talent, a recurring challenge for the region is the “infrastructure gap.” Having skilled engineers is only the first step; to compete globally, these talents require access to specialized hardware, massive datasets, venture capital, and international mentorship.

By integrating these elements into a single campus, the initiative seeks to move Egypt beyond being a source of outsourced technical labor and toward becoming a creator of high-value, globally competitive AI intellectual property. This aligns directly with the Digital Egypt Strategy and Vision 2030, aiming to cement Cairo’s status as a regional technology leader.

Context: The Sumou Boulevard Development

The AI Campus is an integral part of the larger Sumou Boulevard project, a $1.4 billion mixed-use development in Mostakbal City. This massive undertaking, backed by the Saudi-based Sumou Holding, is expected to generate revenues of approximately 100 billion Egyptian pounds ($1.9 billion). The development will feature a blend of residential, commercial, and hospitality spaces, anchored by a two-kilometer pedestrian boulevard.

This initiative represents a significant convergence of real estate development, telecommunications, and global venture capital, aiming to turn physical infrastructure into a launchpad for the next generation of Egyptian tech giants.

The AI Campus serves as a critical bridge between Egypt’s growing digital talent and the global venture capital ecosystem, aiming to institutionalize AI innovation within the country’s economic framework.
